Finland is opening its gambling market - are you ready?

December 2025
Why Certified Lottery Software Matters - and Why TQG Is Ready

Finland is undergoing one of the most significant gambling reforms in its history. With the proposed Finnish Gambling Act (HE 16/2025 vp), the market will open to private gambling operators and introduce a mandatory licensing framework for gambling software providers.

From January 1, 2028, licensed gambling operators in Finland will be required to use licensed gambling software only. For operators planning to enter the Finnish market, selecting a proven and compliant software partner is therefore a critical strategic decision.

Gambling Software Licensing in Finland

Under the new framework, gambling software includes all systems used to operate gambling activities, such as:

  • Lottery and betting platforms
  • Random number generators
  • Systems for authorizing and recording game events
  • Outcome determination and prize calculation
  • Payment and payout management

The legislation introduces bilateral compliance obligations:

  • Gambling operators may only use licensed software
  • Software providers may only supply licensed operators

This ensures that both parties operate fully in line with Finnish law and under the supervision of the national authority.

Early Preparation Creates Competitive Advantage

Although software license applications can only be submitted from January 1, 2027, operators that prepare early will benefit from smoother licensing processes and faster market entry.

Working with an experienced software provider that already complies with internationally recognized standards significantly reduces regulatory risk.

TQG Lottery Solutions operates Australia's newest lottery!

July 2024
4D Lotto brings fresh energy to the lottery market in Australia. The new lottery is off to a successful start with new games for Australian lottery players

4D Lotto is a new regulated online lottery in Australia. With the games 2D Red or Black, 3D, 4D Classic and 5D the Lottery offers a fast gaming experience and the chance to win more prizes. With this, 4D Lotto is opening a completely new range of games for millions of Australians. These games are very successful in Asia and particular in the USA.

Australian people can buy 4D Lotto from anywhere in Australia!

For TQG Lottery Solutions, it was once again a confirmation of its product strategy. The new games 2D Red or Black, 3D, 4D Classic and 5D are implemented directly via the game configurator in the lottery management system TQG-LotterySuite. No programming is needed and the quality and performance are given. And the total project could be handled remotely.

The Player Account Management (PAM) was expanded to include specific customer requirements and Australian specifications. For example, a new payment provider and a specific auditing system for the Gambling Authority were integrated.

Thanks to the mobile-first approach, players now have access to a user interface optimized for smartphones. Fast payment via Apple Pay and Google Pay are just as much a matter of course as the provision of apps in the Apple Store and Google Play Store.

The entire system has been certified by an external auditor in accordance with the requirements of the Australian Gambling Authority.

As the system is operated in the Amazon AWS Cloud, we can scale the performance any time based on player interactions.

"It was very important for us to select an experienced technical service provider that has a high level of expertise in the lottery market and can adapt flexibly to our requirements. The collaboration has confirmed that our decision was absolutely right," reports Tatt Ghee Saw, Director of 4D Lotto.

"This is an important milestone for TQG. The TQG-LotterySuite has once again confirmed itself as a lottery platform and we are now also represented outside Europe with our range of services. We are proud of our product offering and the TQG team," says Karsten Hagemeister, COO of TQG-LS and responsible for business development.

Mobivention and TQG Lottery Solutions win tender from Lotto Thüringen

Februar 2023
In the Europe-wide award of the native Lotto app for mobile devices of the Thuringian state lottery, the bidding consortium mobivention - TQG Lottery Solutions (TQG-LS) was awarded the contract

The two lottery solution providers mobivention and TQG-LS have applied in a bidding consortium for the Europe-wide tender for the Lotto app for mobile devices of the Thuringian state lottery (Thüringer Staatslotterie) and have been awarded the contract.

The subject of the tender was the specification, conception, as well as development, implementation and realisation of a native Lotto app. The tender also includes the subsequent operation, maintenance and further development of the Lotto app.

With the native Lotto app for Android and iOS smartphones, the Thuringian State Lottery provides its players with convenient and intuitive access to the game offer and the customer account on their smartphones. It supplements the existing web frontend with another touchpoint for end customers. In particular, the advantages of smartphones and tablets are to be addressed in order to inspire lottery players with simple and intuitive operation of the app.

In addition to intuitive operation, the implementation of accessibility in accordance with BITV 2.0 also plays an important role in order to allow as many interested lottery players as possible to participate. Accessibility is not only understood as a legal obligation, but also as a responsibility towards those affected.

In the project, there is close cooperation within the bidding consortium of mobivention and TQG-LS as well as with the design agency, the operator of the internet gaming system and the client LOTTO Thüringen.

"We are pleased to have found an experienced cooperation partner for the bidding consortium in TQG-LS and look forward to the intensive cross-site cooperation with the various project participants," says Dr. Hubert Weid, Managing Director of mobivention GmbH.

"With a native lottery app, the Thuringian State Lottery provides its players in Thuringia with optimal access to the lottery products. With this project, the bidding consortium mobivention and TQG-LS demonstrates that native lottery apps can be implemented very economically even for small lottery companies and this independently of the internet system used by a lottery company," reports Karsten Hagemeister, COO of TQG-LS and responsible for business development.

aidFIVE introduces a new and innovative social lottery gaming option to the German market. With aidFIVE, every player has the chance to win the cash value of their purchases up to €5,000 with just a €5 stake. The process is simple: take a photo of the receipt, upload it, and pay the €5 entry fee. The draw takes place immediately, and the player instantly learns whether they have won.

aidFIVE is the lottery game where helping and shopping go hand in hand. It offers players the opportunity to support social projects effortlessly while having the chance to win.

This unique game concept has been implemented technically by TQG Lottery Solutions (TQG-LS) using its TQG-LotterySuite (TLS) platform. In addition to TLS PlayerManagement for customer registration and administration, TLS GamesManagement ensures the secure handling of game operations and draws, while TLS Inventory manages ticket operations. The responsive frontend was designed with a strong focus on mobile usability but can also be accessed seamlessly from any device.

In the first phase, players can submit their receipts via smartphone. Future plans include integrating aidFIVE directly into online shop checkout processes, enabling players to purchase aidFIVE tickets as an additional service.

"The concept is charming and has strong potential for expansion through integration with e-commerce platforms. New Frontend Mobile-First for Lotto Brandenburg

November 2020
Customer approach 3.0 – online with the TQG-LotterySuite

On 11 August LAND BRANDENBURG LOTTO GmbH (LBL) launched its new user-oriented online presence. Together with TQG, this comprehensive project was implemented on the basis of the TQG-LotterySuite and is also technologically pioneering.

Since 2012, LBL has been using the lottery management software of TQG Lottery Solutions in the online sector. A great advantage is that the TQG LotterySuite can be adapted to a large extent by configuration in the respective company. This creates the necessary flexibility to make constant improvements with a customer focus.

“The project is a win-win situation for EVERYONE. The customer receives appealingly relevant information via all end devices and benefits from a fast and secure purchasing process. At the same time, LBL has equipped itself technologically for the coming years. In addition to that, TQG keeps a reference customer as well as a completely renewed front-end base for German lotteries,” says Karsten Hagemeister (COO, TQG).

The Brandenburger players can now enjoy a simplified registration, a shopping cart and an improved integrated payment process. All in all, the new design makes it easier for the game-oriented, mobile customer and lives up to its purpose of providing suitable information and fast betting.

Another new feature is that the content can be displayed in a player-specific way. On the basis of purchasing behaviour, customers are offered what they are really interested in.

For Anja Bohms (Managing Director of LBL), the relaunch is a logical step: “It has become apparent that customers are increasingly using the services offered online. In addition to the strong positioning of the retailer network, Lotto Brandenburg recorded a 31.6% increase in online sales in the first nine months of the Corona year compared to the same period last year. We have taken account of the importance of being at the forefront with our Lotto Internet platform by means of an investment process in previous years and thorough preparation.”

Co-Managing Director Kerstin Kosanke adds: “For us, TQG is a long-standing technology partner that is particularly responsive to our wishes and brings valuable experience in innovative implementations for the lottery market.”

EESTI Loto  selects TQG Lottery solution as provider for the Lottery Management Platform

October 2019
The Quality Group Lottery Solutions GmbH (TQG-LS) delivers new lottery management platform for EESTI LOTO

After a public tender process, the Estonia state lottery - Eesti Loto - has chosen The Quality Group Lottery Solutions GmbH (TQG-LS) and its lottery management platform the "TQG-LotterySuite". Eesti Loto has  commissioned TQG-LS to implement its standard software, which will also see an expansion in functionality, as part of the introduction of Eesti Loto. A 5-year contract with extension options has been agreed.

The decisive factor for the decision in favour of TQG-LS was that the standard TQG-LotterySuite already offers important functions for the secure and successful operation of the Internet sales channel, which is so important for Eesti Loto. Player management, for example, has extensive marketing support at its disposal. Games management is an automatic component of the TQG-LotterySuite. This allows both existing and new games to be easily configured.

" As a result of the procurement, we get the expected flexibility of a modular and completely scalable platform to provide our players with convenient operation and new products. The player management system together with the web portal is the first and central component in the process of a comprehensive upgrade of the lottery information system”, mentioned Riina Roosipuu, CEO of Eesti Loto.

"With the TQG-LotterySuite, Eesti Loto has a practice-oriented lottery management platform that enables it to meet the current and future requirements of the lottery very economically. The focus is on the continuous development of players while ensuring responsible gaming," says Karsten Hagemeister, COO and responsible for business development at TQG-LS. "With Eesti Loto, TQG-LS receives another state lottery as a customer. New functions will complement the standard software and are automatically available to all other TQG customers within the framework of the normal software release," adds Marcus Frey, CEO of TQG.

The TQG LotterySuite is an end-to-end lottery management system that has been proven to meet the requirements for safe and efficient gaming operations. Since the system is a modular, flexible and fully scalable platform and is based on principles of the modern development of standard solutions, it ensures fast project implementation. The system offers all relevant functions of a lottery management system and on top of this, customized adjustments can be integrated easily. Since the TQG LotterySuite is hardware-independent, third-party back-office applications are supported via standard interfaces.

"As part of the project, we have integrated an external, isolated drawing system (iZS) in addition to the usual interfaces such as payment providers or age verification. The entire lottery administration including automatic profit determination and billing takes place via the standard TQG-LotterySuite software", says Karsten Hagemeister COO, responsible for Business Development at TQG-LS.
